Probably Phelan's doing, actually. Not really to get anything out of it, but to just be a dick.
Since he was aware of Jason and his father torching Callum's car,perhaps Todd did it in a bid to draw suspicion away from Jason to Callum's cronies to protect Sarah?
Nah, it's Phelan for sure. And he doesn't do anything for kicks, he's trying to make Jason feel unsafe, or some other sinister ploy.
