It bears an uncanny resemblance to Dev
My first thought was that it was Simon's card to Peter but nah, having seen Dev's son drawing with crayons and using sprinkle stuff, it's gotta be Dev's. Sadly someone's already said it but I'm sure that's who's it is. :)
