It doesn't look like either one, to me.
I thought it was Big Jim at first glance, but pretty sure it's just an extra.
Billy Walker to the right of her suggests early 80s, pre - 'Big Jim'.
If that's Billy Walker - then it's 1984 and so it must be Bill Webster there - it was when he was around a lot.
It's the street Olympics from 1984. I have this episode on DVD.
Bill Webster had just moved into the street but is not pictured in the photo.
Big Jim McDonald and his clan didn't arrive on the cobbles until 1989 - 5 years later!p
